I have seen plans online for "amateur" liquid rockets. The fuel is high octane gasoline, with hydrogen peroxide (50% peroxide, 50% water) as the oxidizer. Higher concentrations of peroxide are hazardous to handle, and the water keeps the exhaust temperature low enough to use standard aluminum (at a performance penalty of course). The system is pressurized with CO2 from a carefully measured amount of dry ice. Again, I strongly recommend you keep with solid propellants. Even on the university level, liquid engines are very rare, and the only group I am aware of undertaking such a challenge is a team at MIT. However, I really have to agree with Ryan on the liquid fuel note. Knowing the basic rocket concepts just won't do enough for you on the liquid fuel level, as those concepts really are the easiest parts of rocketry. I urge you to start small and build up to something bigger. If you'd really like to have a challenge, and don't want to run the risk of being blown to bits with liquid O2, I suggest learning more about hybrid rockets. They use both solid and liquid fuel. The solid fuel is usually some type of plastic, whereas the fuel is usually LOX or NOS, and NOS is much safer. If you have any specific questions, don't hesitate to ask anyone at the national level.
